Joe is currently employed by Thomas Memorial Hospital in South Charleston, West Virginia as the Network Development/Managed Care Liaison for Behavioral Health Services.

Mr. Deegan received his Bachelor’s and Master’s Degrees in Social Work from West Virginia University. Joe is a Licensed Independent Clinical Social Worker (LICSW) and an Advanced Alcohol & Drug Counselor/Supervisor (AADC-S) in West Virginia.

He has worked extensively in Mental Health and Substance Use Disorder Treatment for over 30 years.   Joe served on the Board of Directors of the West Virginia Mental Health Consumer’s Association (WVMHCA), is Chairperson for the Capitol Branch of WV Chapter of NASW and is on the Board of the WVAADC, the West Virginia Association of Alcoholism and Drug Abuse Counselors.
